Federal agents have arrested an Irvine attorney on suspicion of trying to spirit a Chinese woman out of the U.S. in violation of a court order that she remain in the country as part of an investigation into illegal immigration of pregnant women, authorities said Monday.
Ken Zhiyi Liang, 38, was taken into custody on Friday and faces a charge of attempted witness tampering. During a court appearance Monday, a magistrate judge set bail for Liang at $100,000, despite a request from prosecutors that he be kept in custody, said a spokesman for the U.S. attorney's office. Liang was expected to remain behind bars at least until later in the week, when a U.S. District judge hears prosecutors' appeal on the bail issue, the spokesman said.
The arrest stems from an ongoing investigation into so-called maternity tourism in Southern California. In March, scores of federal agents raided properties associated with three alleged operators, who typically bring pregnant Chinese women into the country on tourist visas so their children will be born U.S. citizens.

Huntington Beach police arrested four men who are suspected of conspiring to kill someone they knew for monetary gain.
Huntington Beach residents John Reid Taylor, 67, and his sons Joseph Jordan Taylor, 29, and Matthew Austin Taylor, 27, were arrested Tuesday on suspicion of solicitation to commit murder and conspiracy to commit murder. Matthew Taylor had additional charges of resisting arrest and failing to provide a DNA sample, police said.
Police arrested Travis James Sprague, 36, of Long Beach, on Wednesday on suspicion of solicitation to commit a murder.
The four men are being held in the Orange County Superior Court West Justice Center in Westminster with bail set for each at $1 million, police said.

At least five people were killed and dozens injured Tuesday night when an Amtrak train derailed in Philadelphia, with several cars flipping upside down or tipping onto their sides, officials said.
Fifty-three people were taken to hospitals, six of them in critical condition, a Philadelphia Fire Department spokesman told reporters.

An armed man who barricaded himself inside a central Los Angeles apartment Sunday night and held at least one person hostage was taken into custody after a short standoff, authorities said.
Police received a report about 7 p.m. of a man brandishing a gun in the 200 block of South Carondelet Street in the Westlake neighborhood, Los Angeles police Lt. Craig Heredia said.
After officers arrived, the man fled to a nearby building and holed up inside the apartment, Heredia said.
The man held at least one and possibly several people as hostages, police said. He was taken into custody shortly after 9:30 p.m., Heredia said.
Police established a perimeter around the apartment building, and SWAT team members were on the scene, Heredia said.
